Grays Harbor County (“County”) is soliciting interest from consulting firms with expertise in geotechnical engineering design to provide design services for the Chenois Valley Road Fish Passage Project.

The County intends to award a 3-year services contract with the option for the County to extend the contract term or to increase the contract amount, if necessary.

The County may at any time and for any reason withdraw or amend the terms of this solicitation. Bidders are solely responsible for all costs or expenses arising out of or relating to submitting their responses.

1. Project Description. The work to be performed by the Consultant consists of providing geotechnical design services for the Chenois Creek at Chenois Valley Road Fish Passage Project. Proposed improvements include but are not limited to replacing existing culverts with a single span structure approximately 55 feet in length on a driven pile foundation. This project has a 0% UDBE Goal. The County reserves the right to retain the services of the successful firm for any subsequent phases associated with this project. The major features of the geotechnical design are as follows: 

    (a) Review background information, project design concepts and geological maps.
    (b) Subsurface investigation and soil sampling.
    (c) Soil classification, soil logs and soil properties.
    (d) Seismic site classification and susceptibility for liquefaction of the site soils.
    (e) Technical report to summarize geotechnical conditions and provide recommendations.

2. Evaluation Criteria. Responses will be evaluated and ranked based on the following criteria:

    (a) Staffing expertise consistent with contract needs.
    (b) Experience with similar types of work.
    (c) Performance evaluations by the County and other government agencies.
    (d) Demonstrated ability to meet schedules and commitments given by key staff.
    (e) Resources the consultant has available and proposes to use on this project, including drilling and laboratory equipment.
    (f) Identification of proposed subconsultants and the work they will perform.

3. Response.

3.2 Form of response, content. A Response consists of a letter of interest, statement of qualifications (limit statement to 8 pages, one sided), references, and the following information: Firm name, phone number, name of Principal-in-Charge and Project Manager, and number of employees in each firm proposed to work on the project.
